Avant la politique, Greaves était professeur de science politique à l’Université de Victoria. Il a publié trois livres : *One Arctic: The Arctic Council and Circumpolar Governance* (2017), *Breaking Through: Understanding Sovereignty and Security in the Circumpolar Arctic* (2021) et *Canadian Ecopolitics* (2025). Il siège au comité de rédaction des revues *Security Dialogue* et *International Journal*.
Sa mère et son grand-père étaient diplomates au service extérieur du Canada.
